THE QUICK ANSWER
Check Steam’s recorded qualifying spend before buying anything. A limited account is a feature-eligibility state, separate from an item’s trade timer or a security ban.
01
Confirm that the account is limited
A limited Steam account cannot use some features that are commonly abused for spam. Examples include sending normal friend invites, trading Steam Community items such as cards and gems, adding public screenshots, and using the Steam Web API. That description does not mean every inventory item is deleted or every game is unavailable.
Read the actual message for the action you tried. If it names a security change, item date or ban instead, follow that notice. Keep the wording with your account notes rather than assuming every unavailable button comes from the same rule.

Compare qualifying spend with ownership
Valve’s threshold is US$5 in qualifying Steam spend, converted using the purchase-day exchange rate when another currency is used. Its examples include adding Wallet funds, redeeming a qualifying Wallet card and buying games from the Steam store.
Receiving a game or digital gift card from a friend, playing a free game and activating a retail game key do not establish that spend. A library containing paid games can therefore still belong to a limited account. Check the FAQ’s full current list for an unusual payment route.
| A store purchase made on this account | Compare its successful payment and qualifying spend. |
|---|---|
| A gifted or retail-key game | Ownership alone does not establish qualifying Steam spend. |
| A free-to-play library | Playtime is not a substitute for the threshold. |
03
Check payment state before repeating a purchase
A pending payment does not count until it is successfully processed. Refunds to a bank or chargebacks can reduce the recorded qualifying total; Valve distinguishes these from refunds credited to the Steam Wallet.
If a previous purchase should count, save its date, amount, currency and payment state. For example, “The payment is still processing” explains more than “I already paid.” Do not create another purchase simply to diagnose an unclear first one.

Use the available friend route
Valve says limited accounts can accept invites from non-limited users and use Quick Invite links. You can therefore ask a known friend to use an available invite route without treating an unavailable Add Friend button as an account-recovery failure.
Keep friendship, game ownership and item eligibility as separate checks. Becoming non-limited does not promise eligibility for every game feature, operator account or item transfer. If the exact action remains unavailable, return to its own notice.
